Lugia Overview

Lugia is a Psychic/Flying-type Legendary Pokemon introduced in Generation 2 in the Johto region. It serves as the mascot for Pokemon Silver and is part of the Tower Duo alongside Ho-oh. Known as the Diving Pokemon, Lugia is said to be the guardian of the seas, capable of calming storms with a single flap of its wings. With a base stat total of 680, it is one of the most defensively oriented legendary Pokemon.

Lugia is a large, white, dragon-like Pokemon with a sleek, aerodynamic body, large wings, and a streamlined tail. Its design conveys grace and power, with blue accents on its wings and back. Lugia's base 154 Special Defense is the highest of all Psychic-types. Its hidden ability Multiscale halves damage when at full HP, making Lugia notoriously difficult to take down.

Battle Strategy

Lugia's primary competitive role is as an incredibly bulky Calm Mind sweeper or support Pokemon. With Multiscale active, Lugia can survive nearly any hit at full HP, set up a Calm Mind, and recover with Roost. After a few boosts, Lugia becomes nearly invincible on the special side. Aeroblast is its signature STAB move, a 100-base-power Flying-type move with a high critical hit ratio.

A standard Lugia set runs Calm Mind, Roost, Aeroblast, and Earth Power or Psychic. Maximum HP and Defense investment compensates for its lower physical bulk relative to its special bulk. With Multiscale, even strong physical attacks like Stone Edge from Tyranitar cannot OHKO Lugia at full HP. Lugia can also run a support set with Whirlwind to phaze opponents, Reflect and Light Screen for team support, and Toxic to wear down opposing walls.

Lugia's defensive stats (106/130/154) combined with Multiscale make it one of the bulkiest Pokemon in existence. At full HP, Lugia takes half damage from all attacks. Roost removes its Flying typing temporarily, eliminating its Rock and Electric weaknesses. This makes Lugia extremely difficult to KO without entry hazard damage or status conditions.

Competitive Usage

Lugia is a staple of the Ubers tier in Smogon and restricted VGC formats. Its combination of Multiscale, Roost, and Calm Mind makes it one of the premier defensive setup sweepers in the game. In VGC 2018, Lugia was a top restricted pick alongside Primal Groudon and Xerneas. Common checks include Dark-types like Tyranitar and Yveltal that hit super effectively with Knock Off or Dark Pulse, as well as entry hazards that break Multiscale. Taunt users can prevent Lugia from recovering, and strong physical attackers like Mega Rayquaza and Primal Groudon can break through its physical defense with super effective moves.
