Kyogre Overview

Kyogre is a Water-type Legendary Pokemon introduced in Generation 3 in the Hoenn region. It is part of the Weather Trio alongside Groudon and Rayquaza. Known as the Sea Basin Pokemon, Kyogre is said to have expanded the oceans by fighting Groudon in ancient times. Its Drizzle ability summons endless rain upon entering battle, powering its Water-type moves by 50% and weakening Fire moves.

Kyogre is a massive, whale-like Pokemon with a deep blue body, white fins, and a distinctive red outline around its pectoral fins. Its Primal Reversion in Generation 6 transforms it into Primal Kyogre with an even more imposing appearance and 770 total BST. Primal Kyogre has 180 base Special Attack and the Primordial Sea ability, which nullifies all Fire-type attacks entirely.

Battle Strategy

Kyogre's Drizzle makes it one of the most dominant weather setters in competitive Pokemon. Its Water-type moves get a 50% boost in rain, making Water Spout (150 base power at full HP) devastating. A Choice Specs set with Water Spout can OHKO or 2HKO almost everything in the Ubers tier. Thunder provides perfect accuracy in rain, covering opposing Water-types.

A standard Kyogre set runs Origin Pulse (its signature move, 110 base power with good accuracy) or Water Spout, Thunder, Ice Beam, and Calm Mind or Surf. The Choice Specs set maximizes immediate power, while the Calm Mind set makes Kyogre a bulky sweeper. With 100/90/140 bulk and recovery in Rain, Kyogre is also surprisingly durable.

Primal Kyogre gains 180 base Special Attack, 160 base Special Defense, and the Primordial Sea ability that creates extremely heavy rain. This nullifies Fire moves entirely, making Primal Kyogre immune to the Fire weakness it would otherwise have. Primal Kyogre runs Origin Pulse, Thunder, Ice Beam, and Calm Mind or Water Spout. Its bulk and power make it one of the most centralizing forces in Ubers.

Competitive Usage

Kyogre is an absolute staple of the Ubers tier in Smogon and VGC restricted formats. Its Drizzle weather warping makes it a top-tier threat in any format it is legal. In VGC, Kyogre is consistently one of the most popular restricted Pokemon, often paired with Primal Groudon or Mega Rayquaza. Common checks include specially defensive Water Absorb Pokemon like Gastrodon, bulky Grass-types like Ferrothorn and Amoonguss, and Prankster Thunder Wave users that can paralyze it before it acts.
